With reference to my confidential despatch of the 31st

March, in which. I addressed you on the subject of the trade in

Persian opium, I have the honour to forward for Your Excellency*

perusal a copy of a letter, with enclosures, which I have receiv

ed from Messre Cheniram Jesraj of Bombay regarding th applicatio

by them for permission to tranship at Singapore consignments of

Persian opium to "Japan, New York, etc.

2. This letter and its enclosures seen to me to bear out

strongly my view that the problem of the opium traffic is one

which should be taken up by His Majesty'a Government with the

countries in which the opium is produced. In this connection

I invite attention to the letter from the Bombay Custom House

to Mr Cheniram Jesraj.

My difficulty in dealing with the present application

is incréased by the fact that I am advised that, as the law of

the Colony now stands, I have no legal power to prohibit the

transhipment of any opium at this port. I replying to Mes82 6.

Cheniram Jesraj to the effect that their letter is under consi-

deration.
